Dame Anne Owers, recently appointed Chair of the Independent Police Complaints Commission delivered the Police Foundation's 2012 John Harris Memorial Lecture, reflecting on 'Independent oversight of police complaints: the IPCC eight years on'.
In her speech, Anne Owers proposed that the IPCC should receive more funding, have the power to question police witnesses and to oversee outsourced staff.
