The governance of supra-force specialist policing capabilities

Specialist policing

This research looks at how specialist policing capabilities are managed and delivered nationally through cross force collaboration.

This research was commissioned by the governance working group of the Specialist Capabilities Board which is overseen by the Police Reform and Transformation Board.

The research comes at a time when the police service is seeking to identify how it must respond to new threats and deliver an improved service. This is against a background of austerity, fundamental changes to crime and increased demand on the police.

The research had three objectives:

  1. A literature review of the evidence on collaborative police work.
  2. To give PCCs and chief constables the opportunity to offer their views on the governance of collaborative arrangements through a questionnaire and follow-up telephone interviews.
  3. To apply the learning from 1. and 2. above to the Networked Policing Model proposed in the Specialist Policing Capabilities Programme Phase One report. This formed our recommendations on how specialist capabilities could be governed effectively.
