The role and responsibilities of the police: the report of an independent inquiry

This report is from the Police Foundation’s first Independent Inquiry which was set up in collaboration with the Policy Studies Institute. It arose out of a concern that too little thought was being given to what the fundamental role and responsibilities of the police are. This was despite far reaching changes being planned for the service.

Chaired by Lord Cassels, the Inquiry’s report was published in 1996. The inquiry’s findings on the role and responsibilities of the police helped to pave the way for the introduction of Police Community Support Officers.
