President - The Right Honourable Sir John Chilcot GCB
John Chilcot is currently Chairman of the Iraq Inquiry.
John has had a full career in Whitehall, in the Home Office where he was head of the Criminal Policy Division and later as Deputy Under-Secretary of State heading the Police Department, in the Cabinet Office and latterly the Northern Ireland Office as Permanent Under Secretary of State. On retirement, he became Staff Councillor to the Intelligence Services (including the National Criminal Intelligence Service, a forerunner to SOCA). He has also headed official inquiries into a number of sensitive matters including Royal and VIP security, and the IRA incursion into the RUC Special Branch HQ. John was also Chairman of the Committee of Privy Counsellors on Intercept as Evidence.

Sir Bill Jeffrey KCB (Chairman)
Bill Jeffrey was Permanent Secretary at the Ministry of Defence from 2005 to 2010; prior to this he was Permanent Secretary at the Cabinet Office, coordinating Security and Intelligence, which included security during the 2005 terrorist attacks in London. He was also Director General of the Immigration and Nationality Directorate in the Home Office and in the Cabinet Office he coordinated Home and Social policy and Parliamentary business. From 1998-2002 he was Political Director of the Northern Ireland Office, supporting the Prime Minister and successive Secretaries of State on the implementation of the Good Friday Agreement.
Mrs Catherine Crawford OBE
Catherine Crawford is Chief Executive of the Metropolitan Police Authority, a post which she has held during three Commissionerships and four Chairmanships.
During her career in the Home Office Catherine headed up sentencing policy in the Criminal Department and became Secretary to the Parole Board. Catherine joined the Metropolitan Police Committee as Head of Secretariat in April 1995 and in 1997 she was appointed Assistant Director of Programmes, Prison Service, before leaving the Civil Service to become the founding executive director of the new National Association of Police Authorities.
The Lord Dear QPM DL
Geoffrey Dear is a distinguished former police officer and holder of the Queen’s Commendation for Bravery. He was awarded the Queen’s Police Medal for Distinguished Service in 1989; was knighted in 1997, and created a peer in 2006.
Geoffrey was Assistant Commissioner of the Metropolitan Police from 1980 to 1985, Chief Constable of West Midlands from 1985 to 1990, and HM Inspector of Constabulary from 1990 to 1997. He led a number of high profile investigations and reviews, including the Brixton Riots in 1981 and the Hillsborough Stadium disaster in 1989.
Lord Dholakia of Waltham Brooks PC OBE DL
Navnit Dholakia is Deputy Leader of the Liberal Democrats in the House of Lords. He is also President of the National Association for Care and Resettlement of Offenders (NACRO), Vice-Chairman of the Policy Research Institute on Aging and Ethnicity, Vice President of the Mental Health Foundation and a member of both the House of Lords Appointments Commission and the Advisory Committee on Business Appointments.
He has previously held appointments with the Commission for Racial Equality and the Police Complaints Authority.
Sir Chris Fox QPM
Chris Fox was knighted in 2006 for services to policing in the UK. Chris was Chief Constable of Northamptonshire Police from 1996 to 2003, before taking the post of the first full time National President of the Association of Chief Police Officers. He led the development of the first ever national emergency service communication system and coordinated several national police operations such as the response to the 2005 terrorist attacks in London, the Tsunami response and the security operation at the G8 summit in Scotland.
Sir David Garrard
Sir David is an Honorary Fellow of the Royal Institute of Chartered Surveyors, knighted in 1993 for services to Charity.
Following a career advising International Banks and Governments, David founded Minerva Plc in 1989, taking it Public in 1996 as Chairman until his retirement in 2005. Since then David has focused his energies on supporting children's charities both through the Garrard Education Trust and personally. Amongst other positions he has held and holds is Co-Chairman of Trustees of the International Centre for Child Studies; Counsellor and Director of the Business Division of the Prince's Trust; Director and Trustee of Community Security Trust; Patron of Lifeline4Kids and Member of the Development Advisory Council of the University of Birmingham.
In 2003 David sponsored and developed the first new "all through" seat of learning - the "Flagship" of the City Academy Programme-Bexley Business Academy for disadvantaged, deprived and Special Needs children, currently housing over 1600 pupils.
Baron Lord Imbert CVO QPM DL
In 2008 Peter Imbert was appointed a Commander of the Royal Victorian Order, prior to which he was Lord Lieutenant of Greater London. He is a patron of the Association of Security Consultants (ASC), which awards the annual Imbert Prize for the development of ideas for the advancement of risk and security management. He was made a life peer in 1999.
Peter was Commissioner of the Metropolitan Police from 1987 to 1993, previously holding appointments as Chief Constable of Thames Valley Police from 1979 to 1985. He was a police negotiator at the Balcome Street Siege in December 1975.
Professor Rod Morgan
Rod Morgan is Professor Emeritus, University of Bristol and Visiting Professor at the London School of Economics and the University Police Science Centre, University of Cardiff. He is currently a Ministry of Justice Advisor to the five criminal justice inspectorates for England and Wales and co-editor of the leading UK criminological text (The Oxford Handbook of Criminology, 4th ed. OUP, 2007). He is also a trustee of several organisations working with young offenders and is actively involved in the debate about the future of youth justice.
Rod was HM Chief Inspector of Probation for England and Wales from 2001 to 2004 and Chairman of the Youth Justice Board for England and Wales from 2004 to 2007.
The Right Honourable Sir John Wheeler JP DL
John Wheeler is Deputy Lieutenant of Greater London.
Formerly Deputy Secretary of State, Northern Ireland Office, John was knighted in 1993. Prior to his appointment he served as a Member of Parliament 1979 to 1997. He has also held positions as Chairman of the Home Affairs Select Committee, Chairman of the British Security Industry Association Inspectorate and Chairman of the National Criminal Intelligence Service and National Crime Squad. Since leaving parliament John has been Chairman of the Government Review into Airport Security and policing within the UK and headed a review into Airport Security and Policing for the Australian Government in 2005.
