Drugs and the law: a report of the independent inquiry into the Misuse of Drugs Act 1971

This report is from the Police Foundation’s Independent Inquiry into Drugs and the Law. Members of the inquiry looked at the changes that had taken place in society since the Misuse of Drugs Act 1971 was passed. It also considered whether the law should be revised to make it more effective and responsive.

Chaired by Viscountess Runciman, the Inquiry’s report was published in 2000. The report’s findings and recommendations led the debate about reform of our drug laws. Shortly its publication the government announced that cannabis would be reclassified as a class C drug.
