Perspectives on policing: A diversity uplift? Police workforce and ethnicity trends

The planned 20,000 uplift in police officer numbers announced in 2019 offers policing in England and Wales a once-in-a-generation opportunity to dramatically improve the diversity of its police officer workforce. With this in mind, this paper uses published Home Office police workforce data to examine police workforce gender and ethnicity trends over the 11 years between 2007 and 2018, for England and Wales as a whole and a selection of forces. Six key findings are identified and their implications for thinking about workforce diversity in the years ahead are discussed. A fuller set of charts is available separately.
