This report is from an Independent Inquiry which looked at alternatives to prison. The Inquiry was hosted by the Esmee Fairbairn Foundation as part of its Rethinking Crime and Punishment project. The Police Foundation supported the Inquiry by providing research and administrative support.

Chaired by Lord Coulsfield, the Inquiry’s report was published in 2004.
