The 21st Oxford Policing Policy Forum followed on from the 20th Forum, held a year earlier, which examined the government’s wider programme of police reform.
Attendees this year agreed that online harm and the ability of the police to respond to it presents as one of the clearest tests of that reform agenda. It cuts across forces. It cuts across agencies. And it does not fit neatly into the geographic model on which policing has traditionally been built.
This report offers a thematic account of the presentations and discussion held across two sessions. The first session examined the operational challenge posed by online crime. The second examined the response of police, industry and regulators.
